Skills Assure Supplier (SAS) contracting
Skills Assure Suppliers (SAS) are registered training organisations (RTO) that are approved to deliver training subsidised by the Queensland Government. These providers play a key role in delivering quality training to support Queensland’s workforce, particularly in industries and regions that need skilled workers.
Training provided by SAS providers includes the general training pathway and the employment-based apprenticeship or traineeship pathway available under government-funded programs like Career Start and Career Boost.
SAS contracting is how the Queensland Government engages and manages their approved training providers. Through this process, RTOs may be eligible to apply to become a SAS provider or existing SAS providers may be able to apply to add more qualifications to their agreement.
A strong network of more than 330 approved Skills Assure Suppliers already deliver subsidised training. Future contracting will build on this strong foundation by making targeted improvements where they are needed most.
Contracting opportunities
You can apply to become a SAS provider through:
- standard contract openings that align with the annual training priorities plan
- specialised openings that respond to specific industry or workforce needs that emerge.
This ensures our funded training and approved training providers meet Queensland’s changing skills demands. It supports training that is relevant and impactful for both students and employers.
Standard opening
This year’s standard opening will offer a small number of opportunities for current SAS and RTOs interested in becoming a SAS.
It aims to:
- fill a small number of gaps in training in qualifications and locations that need more providers
- support regional and emerging workforce needs
- add new qualifications to the Queensland Subsidised Training List (QSTL) based on proposals from industry
- allow existing SAS to expand the training they offer, including adding skill sets
- ensure current SAS contracts align with the QSTL and training priorities.

Supplementary opening rounds
In March 2026, we held a supplementary contracting round. Successful applicants have been notified. This round focused on:
- filling gaps in training delivery
- meeting regional and emerging workforce needs
- ensuring training was available in the right locations
- adding new qualifications to the QSTL
- allowing existing SAS to expand their offerings.
VET in Schools 2026-2027
An expression of interest was open from 24 February – 25 March 2025 to identify RTOs to deliver VET in Schools. Successful applicants have been engaged and are delivering the program in 2026 and 2027.
Career Start and Career Boost
Contracting for Career Start and Career Boost opened in September 2024 with a 2-stage expression of interest process. All RTOs could apply including public providers and SAS. All applicants were assessed against mandatory eligibility criteria.
