Skills Assure Supplier (SAS) contracting – supplementary round
This specialised opening offered a small number of opportunities for:
- current Skills Assure Suppliers (SASs)
- registered training organisations interested in becoming a SAS.
It focused on supporting Queensland’s skills and workforce needs by:
- filling gaps in training delivery across Queensland identified by the Department of Trade, Employment and Training
- supporting regional and emerging workforce needs by ensuring training is available in the right locations, at the right time, and for the right courses.
The opening allowed us to:
- add new qualifications to the Queensland Subsidised Training List (QSTL) that have been identified through industry proposals
- address gaps in training delivery for qualifications and locations where there is training demand but limited or no current providers
- provide existing SAS with opportunities to expand their delivery schedules, including adding skills sets
- offer smaller, targeted contracting opportunities outside of our annual process that will align with the release of the Training Priorities Plan.

This specialised opening was one step in our ongoing management of the SAS framework. Future opportunities will align with an annual review of skills and training priorities to ensure the SAS framework remains responsive to industry needs and any emerging gaps. This helps our investment model remain responsive, accessible, and aligned with workforce needs.
Industry stakeholders will continue to help shape the SAS framework to meet Queensland’s changing skills demands. This ensures training remains relevant and impactful for both students and employers.
The SAS framework
The SAS framework, introduced in 2025, was built on a foundation of quality and collaboration with industry stakeholders. This SAS framework was designed to align government funding with workforce needs and deliver meaningful outcomes for Queenslanders. By listening to industry stakeholders, we’ve ensured that the SAS framework supports the growing demand for skilled workers in priority industries and regions. The SAS framework is a key part of the Queensland Government’s Right Skills Strategy, which is committed to creating a responsive, high-quality training system that meets the needs of students, employers, and industries.
Over the past year, we’ve established a strong and reliable SAS network. More than 330 trusted providers now deliver high-quality training across Queensland. These providers have been meeting the needs of students and industries since the new agreements came into effect on 1 July 2025.
Queensland's funding programs changed to maximise our investment in training by better meeting the needs of our customers.
Training programs funded under the Skills Assure Supplier (SAS) framework, are:
- VETiS 2026 – skills and support for Queensland school students while they are at school
- Career Start – skills and support for Queenslanders to start a career
- Career Boost – skills for Queenslanders to take their career to the next level.
Past contracting rounds
Career Start and Career Boost
The SAS framework contracting opened in September 2024 with a 2-stage expression of interest process. All registered training organisations (RTOs), including public providers and existing SAS, were able to make submissions and be considered against mandatory eligibility criteria for the delivery of Career Start and Career Boost from 1 July 2025.
VET in Schools 2026
A separate expression of interest process was open from 24 February – 25 March 2025 to identify RTOs suitable to deliver the VET in Schools 2026 program.
RTO applicants have been contracted and delivery in schools in 2026 is underway.
